This service is managed by the Community Health Councils (CHCs) of Powys and is based from offices in Newtown and Brecon. The CHC is Independent of the NHS and exists to help, support and represent patients and the public to the NHS.

Part of the CHC's role is to make sure patients get a fair deal from the NHS. This includes Hospitals, Community Health Services, GPs, Dentists, Opticians and Pharmacists. The Independent Mental Capacity Advocacy Service (IMCA)

The Mental Capacity Act 2005 in 2007 introduces the new statutory role of the Independent Mental Capacity Advocate (IMCA) to support people who lack capacity to make certain decisions.
